Download and run ToCA EDIT's FOV hack tool (from them or us ). If you are using the 1.1 patch, be sure to check "GTA3 v1.1".

Change your settings to match those show below:

Now run the game, and select a widescreen resolution. Press Numpad * and the hack will take effect, increasing your FOV to the correct settings.

This same package also works for GTA: Vice City (a seperate .exe is included in the zip).
